Why can't we use OpenSSL technology to create a certificate for public facing SSL website?

The reason is two fold.

One OpenSSL is not a web server. It is just a certificate generating application.

Second public facing websites work by having an online presences certificate authority. This is to facilitate certificate request responding website confirming that the website certificate you are visiting is genuine. Without the later, all browsers cannot consider your connection is secure; nor that they can recommend you proceed to visit the website.
